NI Healthcare Pay Offer Excludes Some Social Care Workers (2025)

Northern Ireland's healthcare system is facing a controversial pay decision. Some social care workers are being left out of a pay offer, sparking concerns and disappointment among affected employees. This decision raises questions about fairness and the value of social care work.

The Department of Health confirmed that the recent pay offer, designed to prevent industrial action, covers doctors, nurses, and auxiliary staff but excludes homecare workers in the independent sector. These homecare workers, who provide essential care in people's homes and care homes, were hoping for the Real Living Wage (RLW) but will not receive it.

Health Minister Mike Nesbitt acknowledged the disappointment this would cause. He stated his commitment to securing future funding for the RLW but admitted that the necessary funding is currently unavailable. Nesbitt had previously received approval from the Northern Ireland Executive to match pay with colleagues in other UK regions and had allocated £200 million for this year's pay deal. However, due to existing financial pressures, he indicated that additional funding would need to come from outside his department.

The Executive has granted the Department of Health permission to overspend its budget by £100 million this year to cover pay-related costs. Despite this, the pay offer does not include a mandate to provide the RLW for independent sector staff. Nesbitt aims to fund the RLW as soon as financially feasible, making it a priority for the 2026/27 financial year planning.

But here's where it gets controversial: Is it fair to exclude homecare workers from the pay offer, especially when they provide such crucial services? And this is the part most people miss—the independent sector, which employs many homecare workers, provides essential services on behalf of health trusts. Shouldn't their contribution be recognized and valued equally?

Nesbitt expressed his intention to ensure transparent and timely allocation of funding for the RLW when it becomes available.
